March 2017, the director of Japanese department ofCapital Equity Legal Group—lawyer Yin Nan, who was invited by the PublicInterest Incorporated Foundation—Yokohama Industrial Development Corporation,wrote a brief introduction about the technical cooperation and M & A ofChinese-Japanese enterprises for Japanese small and medium-sized enterprises inthe new situation.

However, due to the limitation that noexperience and no condition in touching with foreign enterprises, SMEs need torely governments’ and SME support centers’ help on understanding and promoting.Yokohama Industrial Development Corporation is the Yokohama SME support centerthat is designated by Mayor Yokohama.

The governor of each prefectural government(provincial administrative unit) shall specify and specify only one agency tocarry out the specific support business of the government. In the same year, the Cabinetformulated the "Small-sized and Middle Enterprises (SME)Support Law Implementation Order" which designated 14 citiessuch as Kyoto, Osaka and Yokohama as the designated cities (municipaladministrative units) for executing the decree. In Japan, there are 61 smalland medium enterprises support agencies providing service for the local small and medium enterprises with a varietyof resources to help enterprises develop overseas cooperation.
